What are equitable and legal affordable housing solutions?

Housing programs like Incentive Zoning have been tested and expanded Downtown since 2001 (commercial development) and 2006 (residential multi-family buildings). With 10+ years of experience, Seattle is ready to review and refine programs like Incentive Zoning to improve participation and results. Instead of reactive policy changes like the proposed linkage fee (an illegal tax on new commercial and residential development), Seattle should review our existing (and legal) affordable housing programs, establish markers for success, and proactively adjust these programs to meet changing needs.
